Review titled frustration over communication

I was sent a reminder about a yearly review - I am over 75. It asked me to ring a telephone number. I rang the number and left my details, as requested. The answerphone message said I would be contacted within 5 working days. I did not hear from anyone, so rang twice more. on both occasions I was told by a machine that I was first in the queue and yet no one answered however long I waited for. I still have not heard from anyone nine days later. I do not understand why they have given a number when it seems that it is unavailable, or doesn't have anyone to answer. I am very frustrated about this.
