David Chang qualified from the University of Manchester and after training in the North West of England and Cambridge he was appointed Consultant Surgeon at ELHT in 1997. He was awarded an MD by the University of Manchester for his research into the treatment of liver metastases.


He is the lead clinician for liver, biliary and pancreas (HPB) surgery in the Trust and Chair of the Lancashire & S Cumbria Cancer Network Site Specific Group for HPB cancers. He performs surgery for both benign and malignant HPB conditions including gallstones, liver cancers and pancreatic cancers.


His particular interests are in all types of laparoscopic and hernia surgery.

Dr Julie Iddon

Consultant Breast Surgeon

Julie Iddon is a graduate of St Andrews and Manchester Medical Schools. Most of her surgical training was in the South Manchester breast unit and North West region with 6 months in the Edinburgh breast unit. She has been trained in basic general surgery, breast cancer surgery and treatment and breast reconstruction.

During her training she was awarded the Lilian May Coleman research fellowship from the Royal College of Surgeons of England and was subsequently successful in attaining an MD for research into bony metastases. She is the author of a number of peer reviewed publications and a chapter on ‘Mastalgia’ in the ABC of breast diseases, a popular textbook.

She has been surgical consultant since 2005, initially in the University Hospitals of South Manchester then moving to East Lancashire in 2007. She has been responsible for a number of service developments most notably the provision of ‘one stop’ breast clinics and a local breast reconstruction service. Her aims are to continue to identify and implement ‘best treatment’ in breast diseases.

Mr Muhammad A A Rahi


Mr Rahi has been a consultant vascular and general surgeon at East Lancashire Hospitals NHS Trust for the last 10 years.  His specialist interest is in non-invasive surgery on blood vessels. Procedures he performs include Endovenous Laser Treatment ( EVLT ), a non-invasive treatment for varicose veins, eversion carotid endarterectomy (repairing narrowed areas in the carotid artery to help prevent stroke) under local anaesthesia, and also endovascular aortic aneurysm ( EVAR ) for abdominal aortic aneurysm and laparoscopic hernia and gall-bladder surgery.

He pioneered treatment of EVLT in Northwest region and has carried out 366 procedures since 2006. He performs complete treatment for varicose veins under local anaesthesia in just one hospital visit, and his data has shown excellent outcome of 98 % success. Only 2% of his patients over the past four years have required further surgery after their initial procedure.

Mr Rahi’s research interest is Eversion technique of Carotid endarterectomy under local anaesthesia for prevention of stroke. His data is consistent with excellent surgical outcome, well above the National standards for carotid endarterectomy, abdominal aortic aneurysm and reconstructive leg bypass surgery.

He is regularly involved in teaching and training in the role of College Tutor in surgery, a Royal College examiner and a Royal College of Surgeons of England Assessor.
